My dear Sir Firoz,
After very careful searching of the heart I have come to the conclusion that the country cannot be sound unless I take fully responsibility and take over the administration. The Constitution of the 23rd March 1956 is not only unworkable but dangerous to the intergrity and solidarity of Pakistan. It we go on trying to work it we will have to say good bye to Pakistan.
As Head of State, therefore, I have decided to abrogate the Constitution, take over all powers, disolve the assemblies, the Parilament and the Central and Provincial Cabinets. My only regret is that this drastic revolutionary I have to take while you were Prime Minister. By the time you get this letter Martial Law will come into operation and General Ayub whom I have appointed as the Chief Marial Law Administrator will be in position.
For you personally I have great regard and will do all that is necessary for your personal happiness and well-being.
